Bubble Background card

I made the bubbles by dropping globs of clear Elmer's Glue onto watercolor paper. When it dried, I used Color Bursts and some shimmer powders, spritzed the paper with water and let the powders run. I stamped, colored and fussy cut the fish by Inkadinkado. I stamped the seaweed, by Jane Davenport, directly onto the background and outlined the seaweed with a white gel pen. The blue dots on the white card stock were made using an old Stampin' Up dot stamp.
