Thanks for taking my challenge Yankee! You got all of the colors of the rainbow in your stenciling. I think the piercing plate coordinates well with your stencil. This is a fun, festive birthday card!

I used a piercing die, them taped off border, stenciled in rainbow colors, added a die cut words,. At this point the border was too wide so filled the border with small stamps.
Added acetate cover and sequins.
